Military Sectors - Valid Ship Targets

Hi All

When Military Sectors fire at orbiting ships can they only target ships in low and high orbit or are ships in atmosphere valid targets?

We played it that the atmosphere/ground were the same zone effectively and so low flying ships were not valid targets (also envisaged these batteries as large slow moving guns e.g. the rebels Ion cannon in Empire Strike Back).

Escape Velocity does not allow you to target ships in the same layer and sector guns are technically in atmosphere.

That's how we played it but weren't sure whether ground was technically a layer below atmosphere (although the dials on bases treat them as same).

There are only 3 layers in the game so you played it correct.

It is not explicitly stated that sectors are in atmo but the lack of rules for surface suggest that is doesn't exist as far as we are concerned. Surface is mention as the board itself (and sectors are placed on top of that) but even in the sometimes confused diagram in the book the city and the strike carriers above it are clearly in the atmosphere layer (white behind the building not brown) and not the brown surface 'layer'. Dropships are also mentioned as only being able to operate in atmosphere (space stations aside), if sectors were in a surface layer then you would not be able to drop on them. This is all silly semantics really but ammo for you if someone really wanted to argue the point to you in the future.

It also works better for game balance anyway as most ground fire is capable of killing non PHR strike carriers in one volley which would make taking control of those sectors more important than any other and almost always make the first one there the cluster winner.
