Ehhh, that sort of strikes me as more trouble than the effort. Sort of like making Captain America a Hydra agent, sure it would be an interesting twist, but in the grand scheme of things probably would be a better idea to not have a super enhanced dude ruining your plans on purpose.
With the reports of PHR taking an active part in the reconquest, and destroying whole scourge fleets and armies, the cost/benefit ratio on that theory is diminishing quick.
Basically what the White Sphere did was take a numerically insignificant portion of humanity, and make them very significant. With the goal of Scourge host to be 1: numerous, to be meat suits for all the baby jellies, and 2: stable, the PHR only fill one of two requirements. And for the Scourge to conquer/subdue the relatively small number of PHR 'citizens' they will likely have to expend more 'host bodies' than they receive.
The only way I could see that working would be if the PHR had given up their autonomy or been programed to not fight the Scourge, which we have no indication of. They are fighting the Scourge and haven't 'shut down' to give the Scourge easy wins. So at what point would the PHR bow down to their Scourge overlords, and why are they in direct conflict with them, if they really are just being bred as easy superior hosts?
