As a very basic rule of thumb, if you build ships with a similar role for each faction then in theory this should keep them reasonably balanced.
For example if you build a San Francisco for UCM, also build a Chimera for the Scourge so both factions have a big troop dropper.
Likewise if you want to build a big heavy cruiser then give one to both factions so any participants can have fun with lots of guns and shots.
Again if for UCM you have already built a Seattle, then you could build a Hydra for Scourge.
These are just some suggestions and many other players on this forum can give you help towards specific ships. I don't want to be biased towards certain ships as different ships fit different peoples play styles so the final result just means you will just have to try some more ships out and see which ones you like.
There is no harm in proxying models for now, just playing with the basic hulls and even blue tac-ing options on and see how you like them. Once you have a better understanding of the game and the ships you will start to really like some and then you can commit to gluing them.
